The 2018 Farm Bill federally legalized hemp and hemp-derived products, including CBD, as long as the THC concentration is 0.3% or less. For topical CBD products used in massage, the Drug Enforcement Administration (DEA) has indicated that they are exempt from control under the Controlled Substances Act. There is no federal prohibition on massage therapists using CBD products as long as the product is derived from hemp and contains less than 0.3% THC.
